Murner represents the Association members to MDOT and related transportation agencies. He also promotes preventive maintenance concepts and treatments, plans and coordinates educational activities, and coordinates the MRPA's promotional/technical activities with buyers.

Murner has 31 years of construction industry experience, including 17 years as President of the Michigan Concrete Association (MCA), 3 years as an MDOT engineer, 3 years as a building construction manager, and 7 years as a management and marketing consultant to construction trade associations. Murner has a Master of Business Administration (MBA) degree in marketing and a Bachelors of Science degree in civil engineering. As President of MCA he made over 100 promotional/technical presentations, promoted various uses of concrete to MDOT, and represented the industry to MDOT and the State Legislature.
